Maryland State and District of Columbia AFL-CIO


Prior to becoming President, Donna was elected in 2001 as the first women to serve as Secretary Treasurer of the Maryland State and D.C. AFL-CIO. She was the first woman to be President of AFSCME Council 92 (1994 – 2001) leading thousands of state and university employees to victory for the right to collectively bargain.

She has been the President of AFSCME Local 112, the 2200 member Social Services Employees Union since 1984, weaving the knowledge of the shared history of the nations’ safety net with the union movement to propel everyone to a broader understanding of our common interests. Donna is an Executive Board member of the Metropolitan Baltimore Council of AFL-CIO Unions; and has chaired countless State and City committees, including the Baltimore City Coalition for Drug Free Neighborhoods.

Donna was social worker and strategic planner for Baltimore City Department of Social Services from 1977 – 2001 where she was a stalwart advocate on behalf of all working families and low income families by utilizing every opportunity to educate people about the improvements in daily life that have been made through the organized efforts of workers and their unions. She was an adjunct professor at the Graduate School of Social Work, University of Maryland, where she also served on numerous Task Forces.

Donna was born and reared in Cumberland with proud union parents and one sister.  She moved to Baltimore in 1977 and is a proud city resident.
